162-164 Jefferson Drive

The Sobrato Organization has submitted an application to construct a new 249,500 square-foot, four-story office building and a new four-level parking structure with approximately 1,276 spaces at 162-164 Jefferson Drive. The site contains two existing four-story office buildings, each approximately 130,000 square feet in size, to remain on the project site. The total existing and proposed office development on the parcel would be approximately 510,000 square feet.

As part of the ConnectMenlo General Plan and Zoning Ordinance update, the site was rezoned to O-B (Office, Bonus). The proposed project utilizes the bonus levels for density and height in exchange for community benefits, as defined through the ConnectMenlo process.

City actions required on proposed project

City staff is evaluating the revised project proposal. It is anticipated that the following land use entitlements would be applicable to the proposed project:

  • Environmental review
  • Conditional development permit revision
  • Architectural control
  • Below market rate housing agreement

Current status

On June 3, 2019, an EIR scoping session and project study session were held by the Planning Commission to gather public comments and commissioner feedback. A draft environmental impact report is currently being developed.

A notice of preparation is an initial step to inform members of the public that an environmental impact report is going to be prepared.

The notice of preparation and the scope of the environmental impact report were the subject of the June 3, 2019, Planning Commission scoping session and study session. The following comment letters were received during the notice of preparation comment period:

Initial study

An initial study was prepared to evaluate the potential environmental impacts of the project and determine what level of additional environmental review is appropriate. Based on the initial study, a focused environmental impact report will be prepared for impacts that need further discussion and/or mitigation beyond that provided in the ConnectMenlo program environmental impact report.
