141 Jefferson - Menlo Uptown - Greystar

Greystar submitted a request for a use permit, architectural control, lot line adjustment, major subdivision, heritage tree removal permits, below market rate housing agreement, and environmental review to demolish three existing office and industrial buildings and redevelop the three-parcel site with 483 multi-family dwelling units, comprised of 441 rental units split between two seven-story apartment buildings and approximately 2,940 square feet of office uses located on the ground floor of one of the proposed buildings, and 42 for-sale townhome-style condominium units, located in the R-MU-B (Residential Mixed Use, Bonus) zoning district in the Bayfront area. The project includes a below market rate housing agreement that requires a minimum of 15 percent (or 73 units) to be affordable. The project also includes a request for a use permit for hazardous materials to allow diesel generators to operate automated parking systems and critical building resources in the event of an emergency. The proposal includes a request for an increase in height, density, and floor area ratio in exchange for the provision of community amenities.

The project includes:

  • Residential: 469,046 square feet (483 dwelling units)
  • Office: 2,940 square feet
  • Average height: 62.5 feet
  • Parking: 553 spaces
  • Public open space: 21,702 square feet
  • Common and private space: 65,250 square feet

Current status

On June 21, 2021, the Planning Commission unanimously approved the project entitlements with the exception of the major subdivision vesting tentative map, for which the Planning Commission is a recommending body to the City Council.

Environmental review

The Final Environmental Impact Report (EIR) was released on June 11, 2021. The Final EIR for the proposed project does not identify any significant and unavoidable environmental impacts that would result from the implementation of the proposed project. The Final EIR identifies potentially significant environmental impacts that can be mitigated to a less than significant level (LTS/M) in the following categories: Air Quality and Noise. The Final EIR identifies less than significant (LTS) environmental impacts in the following categories: Population and Housing, Transportation, and Greenhouse Gas Emissions. Written comments on the Final EIR were accepted through Monday, June 21, 2021.
