Through the Below Market Rate (BMR) housing program, the city funds the development of new affordable housing units, manages a portfolio of BMR ownership units and works with property owners to advertise available BMR rental units.

HouseKeys also services existing purchase assistance loans, emergency repair loans, community development block grants and rehabilitation loans that had been granted prior to 2012.

On Tuesday, March 12, 2019, the City Council adopted Ordinance No. 1053 adding a tenant relocation assistance requirement to the City's municipal code. The ordinance became effective on April 11, 2019.
